Set the Terms of the Debate

When a technology is controversial, Altman’s move is to be the one framing the argument rather than reacting to it. In May 2023 he testified before a U.S. Senate subcommittee calling for AI regulation and licensing of powerful models, positioning himself as the sober, safety-minded voice at the table. Whoever sets the terms of a debate shapes its outcome, and volunteering first is how you get to hold the pen.

Read two ways at once. The testimony was widely taken as both genuine caution and as shaping rules in a direction incumbents can absorb more easily than newcomers, and by 2025 Altman had shifted toward warning against regulation that would “slow down” the U.S. against China, which critics called convenient repositioning.

Doesn’t transfer, and it cuts against founders. This only works with the platform and credibility to get the meeting. Volunteering for regulation is also a classic incumbent move: licensing regimes tend to raise barriers that hurt small competitors more than the large company proposing them. It’s a weapon of the already-powerful, not a founder tactic, which is why it sits in the errata as much as the playbook.
